Course Description
HT&CC, INC. offers an accelerated Phlebotomy Program designed to equip students with practical skills and job-ready competencies within a concise timeframe. This intensive 5-week, 40-hour course emphasizes hands-on training and direct application of phlebotomy techniques, ensuring a smooth transition from classroom learning to clinical environments.
The program’s dynamic and fast-paced structure focuses on learning through experience over traditional lectures. Students engage in practical exercises to master the essentials of safe and accurate specimen collection. Central to the curriculum is the instruction of venipuncture—the process of drawing blood using needles—which requires precision, confidence, and adherence to safety protocols.
Beyond blood collection, the course will also include training of non-blood specimen techniques relevant to microbiology and toxicology. This course is tailored for people seeking a focused and quick path to employment, emphasizing workplace readiness by fostering technical proficiency and understanding of infection control and patient safety standards.

The course syllabus includes:
- Infection Control & Bloodborne Pathogens
- Safe use of the needle including straight needle, wing-infused set, syringe, syringe with butterfly and lancet for micro-capillary (infant)
- Order-able tests & test tubes and their additives
- Specimen transport, handling & processing
- Non-blood collection procedures
- Applying & Interviewing for a job as a phlebotomist
Students will also be required to pass a Phlebotomy Skills competency test as well as a written exam in order to receive a certificate of completion necessary to apply for a phlebotomy position.

Is National Certification for Phlebotomist mandatory in Hawaii?
Answer: In the state of Hawaii, it is not mandatory to have National Certification in order to work as a Phlebotomist, however, HT&CC, Inc. does encourage all graduates to eventually obtain certification. This will especially be important if the graduate moves to another state and would like to continue working as a Phlebotomist there.
HT&CC, Inc.’s course is designed to prepare students for a national certification exam, which may be taken after one year of employment. During that time, graduates gain valuable job skills, and many employers will partially cover the cost of the certification exam. However, For individuals who wish to obtain national certification immediately after completing the course, HT&CC, Inc. also provides graduates with the opportunity to sit for a national certification exam through MedCa, Inc., upon successful completion of the program.

Earning your MedCA certification places you among a distinguished group of nationally certified healthcare professionals. This credential demonstrates your knowledge, skills, and commitment to excellence, helping you stand out to employers and advance your career in the healthcare field.
MedCA is a third party independent certification agency that focuses on providing a unique certification for current healthcare graduates who have successfully completed an approved training program. This certification will set you apart from other students. It will provide you with the credentials necessary to enhance your professional career.

Jerome “Heo” 
Cockett , HT&CC Phlebotomy Instructor
Mr. Cockett began his career in phlebotomy in 2010 as a student at Healthcare Training & Career Consultants, Inc. (HTCC). Shortly after completing his training, he was hired as a Laboratory Assistant/Phlebotomist with one of Hawaii’s largest clinical laboratories.
Throughout his career, Mr. Cockett has gained extensive hands-on experience while mentoring and training students during their clinical internships. In 2017, he was promoted to Operations Senior, where he oversees multiple Patient Service Centers (PSCs) and satellite locations. His responsibilities include managing laboratory sites, interviewing prospective candidates, onboarding and training new employees, ensuring quality assurance standards, and performing phlebotomy procedures.
Mr. Cockett is a Nationally Certified Phlebotomist who is passionate about sharing his knowledge and experience with the next generation of healthcare professionals. His goal is to equip HTCC students with the skills, confidence, and practical knowledge they need to succeed in the field and launch rewarding careers in phlebotomy.
